Lukoil to Restart Ukraine Plant

Russia's top private oil producer, Lukoil, plans to restart its Odessa refinery in Ukraine in March, President Vagit Alekperov says. “We'll open [the plant] once [refining] margins have improved,” Reuters quoted him as saying late last week. He added that Odessa may process up to 56,000 b/d of crude if the Ukrainian government takes measures “to protect the domestic market for oil products.”
