The recent interest in asymmetric warfare is a reminder that the means of conflict are constantly changing. Operations short of formal warfare are constant and in flux as opportunities arise and are exploited. Nations are constantly preparing for escalation, hedging against it by seeking new avenues to advance their interests and making preparations to shape the battle space should the worst ever happen. The dynamics of international relations are such that nations continually seek support and there are usually others willing to provide it. Working with allies, seeking opportunities to develop diplomatic and commercial relationships, or diminishing the influence of potential enemies all fall into this category of activity.
