摘要

PUBLIC CONCERN ABOUT RAIL SAFETY CONTINUES TO RISE WHILE regulatory bottlenecks in the permitting of new pipeline infrastructure push growing volumes of crude oil to alternative modes of transport such as rail, barge and truck. In the aftermath of the Lac Megantic, Quebec disasterthat killed 47 people in July, Transport Canada has put in place tighter regulation governing the rail transport of crude oil. Crude oil shippers must now perform tests on shipments to determine their exact combustion characteristics, the department has announced that henceforth it will be working with U.S. counterparts to launch cross-border joint inspections of rail cargoes to enforce compliance.
