Novatek Buys Local to Guard Against Sanctions

Novatek intends to take a final investment decision on a third liquefaction project in the Russian Arctic in 2020 or 2021 after giving the green light to its second, Arctic LNG-2, later this year. With estimated capacity of 3 mil-lion-4.8 million tons per year, the new plant would be dwarfed by the 16.5 million ton/yr Yamal LNG and 19.8 million ton/yr Arctic LNG-2, but its importance lies in its rationale — promoting Russian liquefaction technology and domestic manufacturing as deteriorating relations with the West spark fears of tougher sanctions.
