Trade groups previously have compiled lists of dietary ingredients they determined were available pre-DSHEA and asked FDA to recognize the lists as authoritative on whether an NDI notification is needed for an ingredient. The agency rejected the offers and did not refer to an industry-sourced list as authoritative identification in its 2011 draft guidance on NDI notifications before broaching the topic in the 2016 draft.
