New Nigerian oil minister Timipre Sylva faces formidable challenges - faltering oil earnings and upstream spending, chronic refning shortages, passing a long-delayed petroleum bill and quelling battles between politicians and state oil frm ofcials. President Muhammadu Buhari, who started his second term in May, only managed to swear in his cabinet on 22 August because of political infghting and the need to appoint members from all of the country’s states. Sylva, governor of oil producing Bayelsa state in the Niger delta in 2008-12, ticks the necessary boxes.
