West Africa's leading oil producers are resurrecting long-delayed refnery expan-sion plans, in a renewed efort to ease an embarrassing dependence on increas-ingly expensive imports. Nigeria's state-owned NNPC is scrambling to address a domestic fuel defcit by promoting downstream solutions. Politicians have grilled the company's managing director, Maikanti Kacalla Baru, and oil minister Emmanuel Ibe Kachikwu, de-manding answers. NNPC's Port Harcourt, Warri and Kaduna refneries, which have a combined capacity of 445,000 b/d, are not operating, following years of under-investment, pipeline sabotage and power shortages. Political pressure is growing on the frm to solve the crisis, prompting it to advance numerous strategies to defect criticism.
