摘要

With rapid economic growth, previously less populated peripheral areas of major cities in China have now become densely populated. Many hazardous installations (e.g., chemical plants, tank farms, depots of explosive materials, etc.) that used to be in these less populated areas are now found in the backyards of millions of citizens going about their daily lives with minimal knowledge about the dangers these installations pose. A hazard mishap that may have been containable with no human loss just 30 years ago can now threaten the lives of millions.
