How to value technological innovation: A proposal for determining relative clinical value

Innovative medical technologies may be abandoned because of uncertainty about how to assess and establish their value, particularly in early stages. The current approval and coverage processes for new devices pose challenges to the translation of new technology to the bedside, and existing methodologies for technology assessment have limitations. We propose a framework for estimating the relative clinical value of emerging technologies against an established comparator, with the goal of using an emerging technology's estimated relative clinical value to inform pricing, coverage, and reimbursement decisions.
