DOE Issues RFP to Buy 30 Million Barrels of Oil for Strategic Petroleum Reserve

The U.S. Department of Energy (DOE) issued a Request for Proposal (RFP) March 19, to fill the Strategic Petroleum Reserve (SPR) with an initial 30 million barrels of oil. The DOE said there will be a second round in 60 to 90 days to purchase 47 million barrels, for a total of 77 million barrels. The RFP specifies that DOE will buy 11.3 million barrels of sweet crude oil, and 18.7 million barrels of sour crude. The RFP mandates that the crude oil must be produced in the United States, by U.S. producers, and any offerors must certify to those requirements.
