After recent high-level arms control talks between the US and Russia,Washington appears to have dropped its insistence that any new agreement between them must include China. This raises hope that the last remaining arms control treaty between the US and Russia,the New Strategic Arms Reduction Treaty(New Start),could be extended before it expires in February 2021. Prior to the latest round of talks,the US insistence on trilateral negotiations,something China has rejected,had all but killed the prospects of a New Start extension,opening the door to the prospect of a new arms race even as the US and Russia are pursuing new advanced nuclear weapons.
