Urban designers, urban planners, transportation planning professions, as well as policy-makers and practitioners of community associations are attempting to encourage individuals to walk rather than choosing other modes of travel. The current research is carried out to propose a model to evaluate and analyze path segments in association with the local neighborhood environment variables and resident's walking behavior. It will specifically be applied within Malaysian urban context. This model is developed based on 'System Development Lifecycle' sequence. The current paper elaborates only the 'system design' procedure. The research identified two sequential research phases. First, it investigated local neighborhood's path-environment variables influencing walking. Based on the literature study the author established 56 path walkability variables. The variables are clustered into different dimensions, categories, and indicators, corresponding to different layers of walking decision making. The second phase was to develop an assessment model called 'Path Walkability Index' (PAWDEX). Using model users can rate path segments within a targeted neighborhood within a mathematical rating score formulation. To further elaborate, the PAWDEX was developed to provide 'Path Walkability Score Mapping' on the performances of variables in a selected neighborhood. The PAWDEX output score mapping aids both professionals and practitioners to make decision much more accurately for path development or any future corrective actions.
