Following meetings over the weekend in Saudi Arabia, G20 finance ministers touted progress in negotiations on an international digital services tax and reiterated their intent to reach a consensus-based solution this year. Last month an Organization for Economic Cooperation and Development group called the "inclusive framework" reaffirmed support for talks aimed at deterring unilateral measures and committed to reaching an agreement by the end of 2020. The talks on an international digital services taxes fall under what is referred to as pillar one, while concurrent discussions on an international framework for a minimum corporate tax constitute pillar two. The U.S. wants an agreement on pillar two, while other countries have conditioned their acceptance of pillar two on the United States' acceptance of pillar one.
