The United Arab Emirates challenged Qatar at the World Trade Organization last month over Doha's ban on UAE goods that it considers unilateral retaliation to a UAE boycott of Qatar, which is being adjudicated in a separate WTO case seen as a bellwether for the international body's leaning on national security. By bringing the case, UAE is asking the WTO to rule on the legality of unilateral retaliatory measures, when the actions that provoked the retaliation are also under the legal scrutiny of the Dispute Settlement Body. In a similar situation, the U.S. has criticized China's unilateral retaliatory actions on the Trump administration's Section 301 tariffs. The U.S. criticism came as China advanced a case against the 301 tariffs; the U.S. has not brought a case against Beijing for its retaliation.
