The US Surface Transportation Board (STB) is concerned that aspects of the increasingly popular precision scheduled rail- roading model might be unfair to shippers. STB chairman Ann Begeman urged Norfolk Southern (NS) and Union Pacifc (UP) in separate letters this month to evalu- ate planned changes to tarifs “from the standpoint of com- mercial fairness.”
