Achievement of the performance of a higher education, generally refers to high educational standards issued by public and private institutions in each country. Generally, not only seen from the data provided by information systems college, but there are some data resulting from theprocess of measurement and processing, such as the measurement of the level of student understanding of the material presented by the lecturers, the level of stakeholder satisfaction, and other administrative services. Based on this background, this research we will consider two main things.The first stage is to build a model of performance measurement are obtained by combining the standards of higher education in several countries. The second stage is to build a prototype application that is based on the measurement model results obtained in previous stages. This research usingthe Balanced Scorecard method and prototype method for determining the needs of application. Performance standards of higher education are made not only to see from one standard, but are made by comparing several other high educational standards in developed countries, so that the resultingmodels and performance indicators are ideal and generic. Other results that requirement measurement and controlling applications performance with a minimum requirement of five main functions. The fifth function is a measurement function, function assessment, integrase function, the functionof monitoring and controlling functions.
