AUSTRALIAN prime minister Tony Abbott has taken the first steps towards scrapping the country's controversial carbon tax. Abbott introduced his repeal bill to the newly-elected parliament as it sat for its very first session in November, living up to election pledges to scrap the tax as soon as possible.
