Consensus is building among Gulf Arab oil producers to extend an Opec/non-Opec agreement to curb oil production beyond its midyear expiration but finalization of any extension will be contingent on whether all participants remain committed to the plan. "There is consensus building that's taking place, but it's not done yet.
