The coronavirus pandemic and Saudi Arabia’s price war have created such chaos that at least one European refiner has ordered a halt to all seaborne crude purchases, despite plunging prices. The move follows a decision by heavyweight Mideast producers Saudi Arabia and Iraq to limit or even drop the compensation they have traditionally provided to customers to cover freight costs.
