After a leak led to an outage on a section of the 1.3MM-b/d Colonial Pipeline in mid-Sept., a number of Jones Act tankers were chartered to move refined products from the US Gulf Coast to East Coast to prevent a fuel shortage in East Coast markets. During the 12-day outage of the Colonial Pipeline Jones Act shipments from PADD III to PADD I averaged 372K b/d, a nine-week high. In the week of Sept. 26, when the Colonial Pipeline was back online, Jones Act shipments between PADD III and PADD I declined to 291K b/d.
