In William H Press's Presidential Address to the American Association for the Advancement of Science annual meeting, published in Science recently, he plotted the number of scientists and engineers in a country (per million people) against research and development spend (as a proportion of GDP). By so doing, he identified three clusters of nations. The first he branded as "technology leaders"-the USA, Japan, South Korea, Finland, Sweden, Denmark, and Singapore. The second cluster he defined as "technology followers", which included the UK, France, Canada, Australia, the Netherlands, and Russia. A third cluster he simply called "developing countries".
