Last week, the Chronic Poverty Research Centre-an international partnership of universities, research institutes, and non-governmental organisations-published the Chronic Poverty Report 2008-9. The report highlights some of the deficiencies with Millennium Development Goal 1 (MDG 1), which aims to reduce by half the proportion of people living in extreme poverty (living on less than USDollars 1 a day) by 2015. For example, even if this target is met, at least 800 million people will still be left poor. And, because governments are likely to focus on the easiestto reach people, many of those left in poverty will be chronically poor-ie, their poverty will be long-term, often lasting a lifetime.
