Canada gives Enbridge conditional approval for Line 9

Houston—The Canada National Energy Board awarded a leave to open to Enbridge’s Line 9 Thursday, but it included additional requirements before the line can actually enter service. Enbridge will have to conduct hydrostatic testing on certain sections of the pipeline before it can start up, which could delay the second-quarter in-service date if the tests take too long and pull down prices.
