Houston—When the Obama administration gave legal backing to exports of US processed condensate last year, it was viewed by many as a signal that longstanding limitations on crude exports could soon be liberalized. In the nearly 18 months that have followed, declining prices, narrowing spreads and questions over the quality of US processed condensate has largely stymied growth of condensate exports, keeping export volumes at only a fraction of some initial expectations.
