US update to Keystone XL analysis may not matter

Washington—The US last week strengthened the view that Canadian oil sands will be developed and marketed even without the Keystone XL pipeline. But the updated analysis will do little to make an approval of the controversial project by President Barack Obama more likely, analysts said. The US State Department late Friday revised its environmental analysis of Keystone, significantly boosting its estimate of the injuries and fatalities that would occur if Canadian oil sand crude were transported by rail instead of by pipeline.
