US pipeline safety head explains slow rules process

New Orleans-The US Pipeline and Hazardous Materials Safety Administration's top official defended her staff's pace of rulemakings after a study found it takes four years for regula- tions to wend their way through the agency. Mandatory cost-benefit analyses and other obstacles explain the current timeframe, PHMSA Administrator Cynthia Quarterman told the Pipeline Safety Trust's annual meeting in New Orleans Thursday.
