Total, Tullow close to Uganda plan approval

London—Uganda could approve production licenses in the coming weeks for France’s Total and the UK’s Tullow Oil to develop oil fields in the country’s prolific Lake Albert Basin, Ugandan minister for mineral development Peter Lokeris said Tuesday. The licenses will be Uganda’s second and third field development awards after Kampala approved last month a production license for Chinese state-owned CNOOC for the $2 billion development of the Kingfisher oil and gas field.
