US rolls out offshore performance-based safety rules

Washington-The US Interior Department September 13 rolled out performance-based safety standards for offshore oil and gas drillers designed to help prevent another deadly blowout like last year's BP Macondo disaster. The agency said the proposed Safety and Environmental Management Systems (SEMS) rule is designed to reduce human and organizational errors that have been found to be the contributing or root causes of accidents and oil spills.
