Vietnam’s Dung Quat clears startup hurdles

Singapore-When Vietnam hailed the startup of its first oil refinery amid great fanfare in February 2009, almost a decade after the project was conceived, it could not have anticipated the hurdles that still lay ahead. Despite being inaugurated on February 23 last year, the refinery did not begin normal operations until May 31, 2010, when the contractors’ consortium led by France’s Technip “officially” handed over the $3.4 billion plant to its owner, state-run oil and gas company PetroVietnam.
