London-Shell December 9 denied wide- spread reports it had "infiltrated" the govern- ment of Nigeria after diplomatic cables leaked by WikiLeaks and published by the UK's Guardian newspaper showed a top Shell offi- cial saying the oil major had "access to every- thing" in a number of ministries involved in Nigeria's oil industry. Ann Pickard, Shell's former executive vice president for sub-Saharan Africa, told the US' then ambassador in October 2009 that the oil major had seconded contacts in "all the rele- vant ministries" in the oil-rich West African nation, according to one cable.
