Cairo-Saudi Arabian Oil Minister Ali Naimi said December 1 oil stockpiles in consumer countries needed to be reduced by 100 million barrels to restore equilibrium to world oil markets. That sends a strong signal to OPEC's most powerful producer wants the cartel to agree to a further cut in crude production when it meets in Nigeria December 14.
