The Saskatchewan government is about to deliver a 10-year energy strategy to promote enhanced oil recovery and create a framework for carbon dioxide capture,said Premier Lome Calvert.Determined to improve his province's recovery rate from its heavy-oil prone fields,the strategy will include fiscal incentives to stimulate EOR research and development and add new upgrading capacity,he told a business audience Mar 17.
