In the run - up to a federal election to be held before the end of October, the federal government in Ottawa has gone quiet on regulatory issues affecting the oil and gas industry -- leaving producers, aboriginal groups and the provinces in the dark as to how they should proceed. The lack of input from the federal government has had a paralyzing effect because Ottawa is responsible for safeguarding the rights of Canada's First Nations aboriginal groups under the constitution ( OD Feb.6'13 ).
