Mechel moving ahead with Elga

OAO Mechel expects to mine the first coal from its Elga coking-coal project in Russia's Amur region this November, with construction scheduled to begin by April. The operation was expected to produce about 200,000t of coal this year, according to senior vice-president Vladimir Polin, though he conceded the project would be affected by both weather and geographical conditions.
