EU's biotech cultivation proposal called legally unsound

Lawyers for the ED's Council of Ministers have identified major flaws in the European Commission's proposals to allow member-states to opt out of cultivating biotech crops (see FCN Oct. 29, Page 6). The council's legal opinion, delivered to member-states Nov. 5 detects problems regarding both the ED's own legal framework and World Trade Organization rules.
