CANADA: Alberta's Energy Resources Conservation Board (ERCB) has approved Total's application to construct and operate a 300,000 barrel/day oil sands upgrader in the Alberta Industrial Heartland area of Strathcona County. The company must achieve a sulphur recovery rate of 99.5% within six months of project commencement and satisfy the ERCB by not later than October 1, 2016, that construction of the project has begun.
