Rosneft Plans Spending Hike as It Outlines Priorities for 2011

Russia's state-controlled Rosneft aims to hike capital spending by 23% this year to some $11 billion. More than 70% will be dedicated upstream, although production will grow by just 1%, as opposed to 6.4% last year, according to guidance provided by the company late last week.
