Japan OKs Reactor Restart

Hokkaido Electric Power has become the first Japanese utility to restart a nuclear reactor since the March earthquake and tsunami after receiving approval from the regional governor to reopen its Tomari No. 3 unit. Other local governments look unlikely to follow suit, however.
