The oil and gas industry has been heavily critical of the prevailing uncertainty sur- rounding deepwater drilling in the US Gulf of Mexico, but offshore regulatory head Michael Bromwich says there should be no confusion about one thing: Until the indus- try can “fully demonstrate” its ability to con- tain a blowout and oil spill, no exploratory or production permits will be issued.
