Russia's energy czar, Deputy Prime Minister Igor Sechin, would have to quit as chairman of state-controlled oil producer Rosneft under an initiative proposed by President Dmitry Medvedev. Under the proposal, part of a package designed to improve Russia's investment climate, deputy premiers and ministers could not sit on the boards of state-controlled companies in industries overseen by fellow cabinet members, and would have to be replaced by independent directors.
