Not for the first time, Canada has failed to meet an international deadline for filing an inventory of its greenhouse gas emissions to the UN, with government agency Environment Canada blaming the recent federal election for the delay. A total of 42 other governments, however, managed to submit the amounts of atmosphere-warming gases they produce -including Japan, which has been wracked recently by a tsunami, earthquake and ongoing nuclear crisis.
