Shell Plans Russian Lube Plant

Royal Dutch Shell announced on Monday it is starting work on a new lubricants blending plant in Russia - the first to be built by an international oil company in the country. The plant, which is being built in Torzhok in the Tver region, northwest of Moscow, will have a capacity of 200 million liters/yr, with commercial operations expected to begin by the end of 2010.
