The invention relates to the field of data processing with the help of specialized devices of computer technology and can be used for modeling and creation of information-analytical systems for decision support in the field of sustainable development planning at sea in the Arctic zone of the Russian Federation, taking into account different scales of climate change. The required technical result is to increase the accuracy and reliability of the decisions in the field of sustainable development planning at sea in the Arctic zone of the Russian Federation, taking into account different scales of climate change. He achieved in a system comprising resource allocation block, the formation of resources, group formation of private income units, block the formation of the total income, the block formation of the investment share of resources, a comparator with an acceptable level of risk, as well as block the formation of a time-varying set of climatic risks specific for the Russian Arctic, block the formation of ecological monitoring, typical of the sustainable development planning at sea in the Arctic Russian Federation zone taking into account different scales of climate change.
