Coal-state lawmakers are taking aim at Environment Protection Agency (EPA) oversight of greenhouse gas (GHG) emissions from power plants. Representative Ed Whitfield (R-Kentucky) and senator Joe Manchin (D-West Virginia) released draft legislation yesterday that would prevent EPA from issuing GHG emissions rules for existing power plants until Congress passes a timeline for them to take effect. The proposed bill also imposes conditions on the proposed rules for new power plants the agency set out last month.
