Dwindling output from state-owned oil and petrochemical facilities has prompted the administration of Mexican president Felipe Calderon to propose widespread reform of the country's energy sector. An overhaul of state oil company Petroleos Mexicanos (Pemex; Mexico City)—including its fiscal administration and the rules for collaborating with private investors—must be implemented to stem the decline in revenues that are the main source of government income, Calderon says. The proposal, currently the subject of debate in Mexico's Congress, will determine both the future of Pemex and the viability of the petchem sector, industry executives say.
