Information systems used by the government and public corporations are required to be more efficient as administrative reforms are steadily being carried out. Under the "open and multivendor" environment, systems are becoming diverse due to demand for new administrative information services and for connections with the private sector. Moreover, there is increasing demand for the reduction of total cost of ownership (TCO), the realization of international procurement (globalization), and theachievement of high levels of integrity and reliability.
