A short period and low-cost development is important with competition between network service providers. Though the four-tiered approach of the J2EE is an effective concept, which realizes a high architecture of reusability, it is a logical concept and does not specify the concrete configuration of systems. This paper proposes a web-based operation system configuration, which based the tired approach. And this explains the design and processing in each tier of the system configuration.
