Changing the rules of the road: FMCSA's latest vesion SMS tries to resolve concerns, but others remain

The heart of the Federal Motor Carrier Safety Administration's Comprehensive Safety Analysis 2010 initiative is the Safety Measurement System, which replaces SafeStat in December. The SMS represents, quite literally, the rules of the road. Each violation tracked within the SMS is assigned a severity weighting of 1 to 10, with 10 being most severe. Those violations are grouped into seven Behavior Analysis and Safety Improvement Categories, or BASICs.
