Whether the status quo of the bunker fuel quality is acceptable or not, an honest answer to this question has to be sought. It is not enough if an ISO standard and specification are now available and in use. It is not enough if the industry appears to be stable, big (16 billion dollars), and reasonably globalized. There are indeed many problems.
