BNSF delayed the Nov. 1 start of its coal dust standards until August 2010 to give federal regulators time to settle a shipper's challenge to the rules and for the industry to conduct more testing of controls. Arkansas Electric Cooperative (AECC) asked the STB on Oct. 2 to declare the dust standards set by BNSF for Powder River Basin coal trains are an unreasonable practice. BNSF filed a 40-page response to the board on Oct. 21.
